it depends on what country you're in but its not four million anywhere in the world:
If you're in England its four thousand million (to a sensible approximation - I mean if you're a physicist that tiny error due to the 10 thats left over thats just some irritating atmospheric effect or some stray EM radiation - damn that pesky EM radiation - huggles her 6 1/2 digit multimeters)
If you're in America for some bizarre reason its four billion (this is odd if you think of how the usual numbering works ie 10 x 10 = 100, 100 x 100 = 1 thousand, 1000 x 1000 = 1 million, 1000 x 1,000,000 = 1 billion weird!!)

In Britain, some people still think that a "billion" is a million million:

1,000,000,000,000. (the US - and increasingly the rest of the world except for Britain and some of Europe - calls this a Trillion)

This is not how the word is used elsewhere, where a billion is the next comma place after million (known as a "milliard" in Britain):

1,000,000,000

And when Britain says that UK citizens spent 5 billion pounds buying Christmas presents this year, they mean:

stick to standard form is a much better way of writing numbers! 3x10^9 makes infintly more sense than 3 billion.
