PHP, staff, a good site, lots of free space, advertising.... And much more. All of which cost money. Lots of money. Creating a pet site - or any site off of proboards, freewebs, etc - isn't something you do on a whim. You need experience, skill, trusted people working with you, and a large bank account at you side.
